fix(scripts): Repair broken aliases st and hc

- Make smoke-test.sh executable to fix the 'st' alias.
- Restore health-check script from archive to fix the 'hc' alias. The script was moved from `scripts/archived/osvauco-health-check.sh` to `scripts/health-check.sh`.
